Force Structure Valuation Model

Abstract

This report documents research to develop a methodology to determine the value of Air Force experience and training in Air Force occupations. Based on human resource accounting and human capital theory, two alternative models were developed. The first approach focused on estimating the value of military occupations based on the market value of similar civilian occupations. The second focused on estimating the value of military occupations based on productive capability-the amount and quality of work performed. Both models were then used to estimate the impact of retention changes on the force structure of a selected Air Force specialty (328x0-Avionic Communications Specialist). Suggestions for future research and how to use the two models for force structure decisions are offered.
