Budget Execution: A Management Guide for Naval Security Group Commanding Officers, Officers in Charge and Department Heads

Abstract

The focus of this thesis is to identify some of the important elements of budget execution over which Naval Security Group Commanding Officers (CO), Officers in Charge (OIC) and Department Heads (DH) have some degree of control. This thesis is a compendium of information of Navy fiscal management directives, manuals, desk guides and instructions. This budget execution management guide, which addresses each element of the multi-faceted budget execution process, is intended to assist COs, OICs, and Department Heads in meeting the challenges of successful budget execution while operating in an increasingly austere budget environment.
