A Feasibility Study on the Implementation of the Red/Yellow/Green Program

Abstract

The implementation of the Red/Yellow/Green Program is the Navy's newest source selection improvement program. The RYG Program provides the Contracting Officer with a means of selecting the contractor which offers the best overall value to the Government, by considering the contractor's past performance rather than the lowest price. The RYG Program classifies contractors according to their past quality performance using an automated Navywide data base. The use of the RYG Program should reduce unnecessary quality assurance oversight and allow activities to concentrate scarce resources where they are required. This thesis addresses the key issues for successful implementation of the RYG Program. Based on this research, it is recommended that the RYG Program be immediately implementing on a Navywide basis.
