Forging a New National Military Strategy in a Post-Cold War World: A Perspective from the Joint Staff

Abstract

In January 1992, the first unclassified National Military Strategy was published by the Chairman of the Joint Chiefs of Staff. The document outlines how the armed forces intend to implement the defense requirements contained in the President's National Security Strategy and the Secretary of Defense policies spelled out in the Defense Planning Guidance. The author served as a member of the Joint Staff and direct participant in the formulation of the National Military Strategy. This study is an insider's account of the process and people involved.
