Cost and Schedule Control Management: What the Department of Defense Major Acquisition System Program Manager Needs to Know

Abstract

In view of the current fiscal environment, marked by severe constraint and rapidly declining defense dollars, the Office of the Secretary of Defense has launched an effort to bring about better programmatic cost and schedule control for major defense acquisition programs. Thus, it is imperative for the DoD major system program manager to achieve a thorough understanding of cost and schedule control management and apply these principles to management decision making. This thesis will focus on what the DoD major system program manager should understand to accomplish this, by familiarizing the reader with the Cost Performance Report, its implementation, and report analysis. The thesis will also examine lessons learned as a result of the U.S. Navy A-12 Avenger termination and will discuss recent Office of the Secretary of Defense and military Service initiatives to improve cost and schedule management Finally, this thesis will provide the researcher's recommendations for future cost and schedule management improvement.
