National Counternarcotics Activities: A Process Review.

Abstract

On 5 September 1989, President Bush announced the signing of the Anti-Drug Abuse Act of 1989. The Act was indicative of the nation's concern over the rising problem of drugs. The Act required formulation of a national strategy to attack the drug problem in all its facets and it created the Office of National Drug Control Policy to coordinate the efforts of the nation. This study reviews the nature of the problem, the various methods used to combat the problem and the difficulties encountered in halting the flow of illicit drugs. The study then reviews the national strategy and problems encountered in coordinating operations and allocating resources. The problems are then analyzed and recommendations made to alleviate coordination problems, resource allocation difficulties and problems stemming from overlapping jurisdictions.
