An Interservice Comparison of Recruiting Efficiency Using Data Envelopment Analysis

Abstract

As budget and force reductions continue, Navy recruiting must become more efficient, using fewer dollars and resources. In an effort toward achieving this goal, this thesis proposes two procedures to evaluate the efficiency of Navy recruiting. Both procedures are based on two Data Envelopment Analysis models. One procedures assumes that all inputs are discretionary and the other does not. To demonstrate their effectiveness, the two procedures were implemented in the General Algebraic Modeling System (GAMS) and used to analyze the efficiency of recruiting districts from the four services: Navy, Marine Corps, Army and Air Force.
