Abstract

The demonstration program consisted of three phases. The first phase, the Verification Test Burn, demonstrated the effectiveness of the 100 ton/day incinerator to destroy soil contaminated with constituents of HO, in particular 2,3,7,8-tetrachlorinated dibenzo dioxin (2,3,7,8-TCDD). The second phase demonstrated the ability of the incinerator to meet the requirements of the Resource Conservation and Recovery Act (RCRA) of 1976, as amended, which specifies that the incinerator must meet or exceed a Destruction and Removal Efficiency of 99.9999%. The third phase determined the cost and reliability of using the incineration on a long-term basis. This report summarizes the daily activities during operations at the NCBC and the Idaho National Engineering Laboratory (INEL) project management oversight.
