Base Closure: A Road Map for Completion

Abstract

Base closure will remain an important issue in the Army's future. As we redefine our national strategy in light of the changing threat environment adjustments in force structure and corresponding base structure are inevitable. Because of their economic impact, base closures will also receive great attention in the media and in the political arena. Commanders of closing bases will be under great scrutiny to perform closure efficient and effectively, while preserving good relations with the local community. This project presents base closure from the perspective of the base commander; it emphasizes those tasks that he must accomplish to assure a successful closure. A narrative account and a useful checklist detailing the complexities of closure are included, along with management tools such as matrices and milestone charts.
