Benefit-Cost Model for the Evaluation of Simulator-Based Multiship Training Alternatives
Abstract
This paper presents a general model that allows for the benefit-cost evaluation of multiship training simulation systems that provides a decision- assisting tool to Air Force managers. The usefulness of the model is demonstrated by means of an application which is based on actual data. The model allows for full sensitivity analysis and variation of organizational alternatives, benefit and cost parameters. A set of LOTUS 1-2-3 spreadsheets were developed which demonstrate the model and are interlinked in such a way that the effects of changes in the model or in the data used by the model may be easily seen.
