A Review of the Army's BRAC Installation Assessment Methodology

Abstract

This study will assist the Army Base Realignment and Closure Office as it reviews the process used by the Army during the 1991 round of base realignment and closure deliberations (BRAC 91). The objective of doing this assessment is to refine and improve the process prior to the commencement of the next round of realignment and closure deliberations (BRAC 93), which is scheduled to begin in October 1992. The key issue areas examined in this report are: measures of merit used for BRAC 91, categories used to divide installations into comparable groups, attributes used to measure military value, data sources used to obtain quantitative information about installations, decision analysis technique used in the installation rating process.
