Development of Cost Models to Support Diagnosis Related Management

Abstract

This document presents the development of cost models which support the OASD(HA) resource allocation and the Coordinated Care Program (CCP) efforts. The document provides an in-depth discussion of a methodology that projects the Operations and Maintenance component of Medical Treatment Facility (MTF) expenses based upon Medical Expense and Performance Reporting System (MEPRS) cost models. The methodology focuses on Program Elements 0807711 (Regional Defense Facilities) and 0807792 (Station Hospitals and Clinics). The various model forms considered in the development process are presented and discussed, and the models ultimately selected identified. In addition, comparisons of predicted and observed costs based upon the selected models for FY 1988 and FY 1989 are presented. Inpatient Nonclinician Expenses; Inpatient Clinician Expenses; Ambulatory Expenses; Evaluation of Modeling Results; Modeling Operations/Maintenance; MTF; MEPRS Cost Models; CCP.
