Towards a C3I Strategic Plan. Phase 1: Preliminary Considerations

Abstract

The 1987 Defence White Paper highlights important developments, either put in place or fore-shadowed, relating to the ADFs capabilities in Command, Control, Communications and Intelligence (C3I). The more recent Defence Strategic Planning and Force Structure Review stress the key role of C3I in underpinning the principal roles of Defence and of the ADF. A Strategic Plan for C3I is required to manage the development and acquisition of future and longterm ADF C3I requirements in a consistent, coordinated and effective way. Such a Strategic Plan will need to : identify the objectives for C3I as well as the resources required to achieve these; specify a C31 goal architecture; and propose a road map or 'Migration Plan' to transition from the ADFs existing or currently proposed C31 systems to the envisioned state-of-the-art C31 systems.
