The New Soviet Political Landscape: Implications for Economic Aid Policy

Abstract

This Occasional Paper presents the testimony of Arnold L. Horelick, a Senior Corporate Fellow and Professor of Political Science at the University of California, Los Angeles, before the Senate Foreign Relations Committee on September 26, 1991. Professor Horelick uses this opportunity to share his views with committee members on recent revolutionary changes in what is now called the Former Soviet Union, and the implications of these changes for U.S. economic assistance policy.
