Theater Strategic Estimate: Central America and Mexico

Abstract

This paper is a Theater Strategic Estimate for Central America and Mexico developed as part of the Air War College regional studies program requirements. For purposes of this paper, Mexico has been included with the Central American region, although the author recognizes that it lies outside the Southern Command's area of responsibility. This paper is based on the format contained in JCS Publication 3-0, Appendix B, 'The Strategic Estimate.' It is an update and completion of the draft submitted in February 1992, based on continued research and a visit to the region.
