Financial Management Reform in the Federal Government

Abstract

This study traces the development of financial management reform in the 1980s and summarizes some of the testimony that lead directly to the Chief Financial Officer Act (CFO Act). The provisions of the CFO Act are described and a review is provided of the issues and problems faced by those who must implement it.
