Information Technology: Comments on Navy Facility Consolidation Plan

Abstract

On July 24, 1992, the Under Secretary of the Navy submitted for our review his department's Information Technology Facility (ITF) consolidation plan of June 1, 1992. Under the fiscal year 1992 Department of Defense (DOD) appropriations act (sec. 8049), neither DOD nor the Navy may obligate or expend funds to implement a plan affecting ITFs in New Orleans, Louisiana, until 60 days after you submit a report, including our review comments, to the House and Senate Committees on Appropriations. In your report, you are required to address the Navy's needs for information technology support and certify that the proposed consolidation plan will not duplicate any function presently conducted; will be cost effective from a budgetary standpoint; and will not adversely affect the mission, readiness, and strategic considerations of the Navy and Naval Reserve.
