Federal Personnel Research Programs and Demonstration Projects: Catalysts for Change

Abstract

The report deals with what the Office of Personnel Management and Federal agencies have accomplished under the research program and demonstration project authority. The Merit Systems Protection Board examined how OPM has used the authority as a catalyst for change in Federal personnel management. The Board found that beneficial changes have occurred as a result of the authority but also found that structural and procedural problems have limited its benefits. This report discusses both the accomplishments and the problems and concludes with recommendations for future actions.
