Abstract

This report defines the various categories of Operational Test and Evaluation (OT and E) and related activities and explains how they support the defense acquisition process. It summarizes the historical evolution of operational testing by the Air Force since World War II and organizational responsibilities for OT and E within the Air Force, other armed services, and the Department of Defense. It discusses changing policies, basic procedures, and political influences. After mentioning the contribution of OT and E to Operation Desert Storm, the history concludes with details on the reorganization of Air Force OT and E during 1992.
