Disparities in Minority Promotion Rates: A Total Quality Approach

Abstract

Promotion rates by race and gender are not equal in the military services. However, which differences represent true equal opportunity problems and which are due to random variability in small populations? This question must be answered in order for a affirmative action programs to be effectively implemented and their usefulness measured.
