The Public Sector Construction Industry: Analysis of Single-Project Partnering

Abstract

This thesis analyzes the concept of Single-Project Partnering as applied to the delivery of public sector construction projects using the process practiced by the U.S. Army Corps of Engineers. The thesis investigates the Partnering applications of three organizations: the Corps of Engineers; Arizona Department of Transportation; and Mass. Highway Department. The overall objective of the Partnering process is to improve the delivery of construction projects in a non-adversarial environment and mitigate the causes of disputes and litigation within the construction industry. This thesis analyzes the public sector Partnering process using a dispute resolution system analysis. The study addresses the problems experienced-within the construction industry and the ability of, the Partnering process to mitigate these issues. The thesis introduces the Partnering process, presents case studies of project applications, analyzes the cases for strengths and weaknesses and future applications....
