Preparing for the Downsizing and Closure of Letterman Army Medical Center: A Case Study

Abstract

Letterman Army Medical Center (LAMC) is scheduled for a phased downsizing beginning in July 1991 leading to closure by 30 June 1994. An analysis of the information gathered during downsizing and closure activities can serve as an invaluable resource for medical treatment facilities facing closure as the Department of Defense reshapes to a smaller force structure. By review and analysis of documentation and a survey of key personnel, this case study extracted and interpreted pertinent information from historical records and from personnel involved in planning for downsizing and closure. The study quantified contacts between LAMC and external entities and internal employee groups, and quantified each issue and its relative impact on LAMC. Issues identified in the document review were qualitatively evaluated by surveying LAMC managers and other employees. The information in this study provides managers of a military hospitals facing closure with a summary of issues for planning, compiled by their relative importance.
