Developing Quality Service Engineering in Healthcare Organizations.

Abstract

The conflict among quality, cost, time, and productivity in healthcare organizations has contributed to increased loss and facility closures. Because of the focus on identifying and correcting problems after their occurrance, many of the current quality improvement initiatives are inadequate for ensuring the integrity of the delivery of health services and products. A management project was implemented to create a quality improvement initiative for healthcare organizations, which would prevent quality problems from occurring. A review of the literature revealed that Japanese and American manufacturing industries prevented problems and improved the quality of their products through the use of Quality Function Deployment and Robust Design. The essential elements from these initiatives were identified modified to create a hybrid quality improvement initiative called Quality Service Engineering (QSE). QSE is both a philosophy and comprehensive methodology which can be used on a wide continuum of projects to improve the delivery of products and services within the healtcare sector. The process of Quality Service Engineering was initially tested by the Resource Management Division during the contracting of intravenous infusion pumps....
