Information Technology: A Force for Organizational Change

Abstract

Information Technology is changing the face of the world as we know it. Business use of technologies like Decision Support Systems and Electronic Data Interchange allow organizations to re-engineer their processes to eliminate unnecessary layers of management. New emerging technologies under the umbrella of Artificial Intelligence are helping us to replace the human being with computer technology that simulates expert advice or learns as it matures. To take advantage of these new technologies requires new organizational structures and new ways of approaching problem solving. This paper explores three new technologies and relates them to organizational change. Two of these are information technology-related while the third is a new spin-off to a l950's management style. These concepts are Computer-based Decision Support Systems; Electronic Data Interchange; and Organization Renewal, Re-engineering, and Total Quality Management. In this information age, these three concepts are increasingly interrelated. The author will investigate each of these concepts and show how one organization, the U.S. Coast Guard, can use the two information technologies, coupled with an aggressive TQM program, to provide a quantum leap in decision making capability.
