U.S. Export Licensing Policy: A Critical Technology Dilemma

Abstract

The objective of this paper is to analyze one aspect of a U.S. technology strategy: technology transfer/export license, as it relates to control of the key technologies considered critical to U.S. economic and military security. This analysis includes a history of U.S. technology transfer/ export license policy, a review and assessment of the status of these critical technologies in the U.S. relative to the rest of the world (using airbreathing propulsion as an example), a summary of the problems with the current national technology transfer policies, and finally a recommendation for future U.S. critical technology policy and how such a policy should be implemented.
