Mobilizing Black America

Abstract

Human resources are the country's most precious asset. People mean power. In time of national emergency, we historically mobilized our citizenry to protect our national interests. However, we did not effectively utilize a significant fraction of our population during those times of national emergency. That significant fraction was black America. U.S. defense planners have historically observed problems affecting the black community that have barred them from full participation in the defense of the country. The paper in hand will document the government's long term concern with this problem. It consists of a review of previous defense and war department studies. Observations and findings with respect to black mobilization.
