Joint Doctrine for Ministry: Development and Directions.

Abstract

Since 1986, there has been an exponential growth in U.S. joint warfighting doctrine; both to meet the requirements of the Goldwater-Nichols Department of Defense Reorganization Act, and to support a national military strategy which envisions future wars as joint ventures fought by regional combatant commanders. In June, 1992, a preliminary draft of Joint Pub 1-05, 'Religious Ministries Support for Joint Operations'- was completed, providing chaplains of all Services a doctrinal approach to serving together in a unified command. This paper chronicles the development of that doctrine as a collaborative multi-Service process, based on the tenets of military ministry common to all Services, and reflecting the lessons learned of Operations DESERT SHIELD/DESERT STORM. As joint doctrine fundamentally shapes the way we think about and train for war, problem areas are discussed, and recommendations made for strengthening future doctrine.
