The Role of the Army Tactical Missile System in Joint Warfare

Abstract

This paper first examines the current and future roles of the Army Tactical Missile System (ATACMS), the Army's primary deep fires weapon. With this background, the primary purpose of the paper is to analyze the ongoing struggle between the Army and the Air Force for control of the deep fires mission and to suggest refinements in emerging joint doctrine which has a bearing on that struggle. In particular, a 23 November 1992 doctrinal paper from the Chairman of the Joint Chiefs of Staff merits special attention. It is entitled 'A Doctrinal Statement of Selected Joint Operational Concepts.' It was intended to resolve many of the long-simmering issues between the Services. But has it?
