Tactical Intelligence: Joint STARS Needs Current Cost and Operational Effectiveness Analysis

Abstract

Joint Stars is a joint Air Force and Army wide-area surveillance and target attack radar system being designed to detect, track, classify, and support the attack of moving and stationary ground targets. The program consists of air and ground segments; refurbished 707 aircraft (designated the E-8) equipped with radar, operation and control, data processing, and communications subsystems, as well as ground stations equipped with communications and data processing subsystems. The program is currently in the engineering and manufacturing development phase of the acquisition cycle. The planned initial force structure is 20 aircraft and 95 ground stations. Program acquisition cost estimates are $7.4 billion for the air segment and $1.7 billion for the ground segment
