A Strategic Appraisal of Russia

Abstract

Predicting the future is a thankless task. But, in Russia everyone who reads the newspapers and spends their evenings by intently watching television news has become an amateur futurologist. The collapse of communism and the disintegration of the Soviet Union and the Soviet bloc are indubitably positive phenomena. Perestroika and its predecessor, acceleration, never has these as a strategic goal and now everything else is still unclear. Revolutions are made quickly, but the process of creation is long and tedious; it takes many years of hard work. This study provides an appraisal of what is at stake, what the problems are, how Russia is doing and provides some policy recommendations.
