Abstract
This MTS of the 7th QRMC addresses issues involving the basic pay table of the seven uniformed services. The QRMC found that ad hoc changes to the pay table over the past forty years have distorted its original intent and undermined its effectiveness. In addition, pay compression exists between the senior and junior pay grades, and the table tends to weight longevity more than promotion. The QRMC's proposal for a new pay table includes analysis of prior- service, warrant and flag officer categories and addresses such topics as a time-in-grade vs time-in-service pay table format and comparability with nonmilitary pay systems
