Abstract

This MTS of the 7th QRMC addresses the effectiveness of Special and Incentive (S and I) pays as flexible tools to enable the Department of Defense (DoD) to compete in an ever-changing labor market. The study focuses on management processes rather than point-in-time evaluations of each existing pay level. Recommendations include organizing S and I pays into three categories for more efficient management and suggestions for improving DoD's flexibility to adjust pay levels and pay policy in response to short-term manning requirements.
