Report of the Quadrennial Review of Military Compensation (7th)

Abstract

The report presents the results of the two-year study performed by the presidentially chartered Seventh Quadrennial Review of Military Compensation (7th QRMC). The 7th QRMC conducted a fundamental review of the compensation system of the seven uniformed services, evaluating basic pay, allowances, special pays and bonus programs, and the mechanisms for their periodic adjustment. The 7th QRMC found that the current compensation system is viable; however, existing deficiencies and inconsistencies must be addressed to ensure continued success. The QRMC's recommendations include changes to the basic pay table; changes to the basic allowances for subsistence and housing; creation of a CONUS cost-of-living allowance; improved management of special and incentive pays; an annual pay adjustment mechanism linking RMC growth to the employment cost index; and a timetable for implementation
