Challenges for a New Democracy

Abstract

This paper is an analysis of the crucial role a new generation of strategic leaders might play in the successful transformation of the Ukrainian society to a stable democracy. The author discusses some specific issues associated with the new Ukrainian Armed Forces Academy, an educational institution for senior military and civilian leaders which is the equivalent of the U.S. National War College. Analyzing the Soviet period of Ukraine's history through different 'case studies' the author emphasizes the negative and sometimes criminal role the Soviet political culture and leadership style played in the development of Ukrainian society. Some of the author's examples can be used as an instructive case studies for any college's course on 'Strategic Leadership'.
