Joint Warfighting Without Joint Bureaucracy

Abstract

Emerging joint doctrine is designing a system of joint targeting and allocation organizations. These organizations may generate excess levels of checks and balances which risk significantly delaying the targeting cycle. This paper discuss the Joint Targeting Coordination Board (JTCB), Joint Force Air Component Commander (JFACC) and the Joint Force Fires Coordinator (JFFC). The emphasis is in implications for the operational commander. The paper supports the use of the JTCB as an operational level advisory board for the JFC and the JFACC for the direction of joint fires. The paper recommends against the use of the JFFC....
