The DoD Drawdown: Planned Spending and Employment Cuts

Abstract

Current Department of Defense spending plans call for real declines in spending outlays of 23 percent between FY92 and FY97. Spending on procurement will drop the largest amount, declining 29 percent from FY92 to FY97, after a 24 percent decrease from FY87 to FY92. Employment of active duty military and civilian personnel will also decrease significantly during the next five years. Current plans call for a 10 percent drop in active military personnel from FY92 to FY97, with a force level of 1.6 million by the end of that period. DoD civilian employment is projected to fall by 102,000 during the next 5 years. The private-sector employment effects of the spending cuts will be even greater, with a reduction of about 803,000 defense-related jobs.
