Abstract

The proposed action is the relocation of 146 Tactical Airlift Wing(TAW) of the California Air National Guard from the Van Nuys Airport to a 239-acre site which abuts the northern boundary of the Naval Air Station (NAS) at point MUGU, located in Venture County, California. The relocation would involve deactivation of facilities at the existing 62-acre base at Van Nuys Airport, termination of the current land lease with the city of Los Angeles Department of Airports (DOA), and construction of new facilities. The immediate presence of residential uses and the high volume of general traffic have resulted in limitations upon the existing operations of the 146th TAW. Only full stop landings and take-offs are permitted at Van Nuys Airport; no touch-and-go or low-approach training activities are allowed. The comments associated with the proposed action expressed concern with aircraft overflights and related noise, loss of prime agricultural land, airspace congestion, access road over load, potential loss of a wetland area, and generation of additional air pollutant emissions.
