Environmental Assessment. Strategic Defense Initiative Organization National Test Facility.

Abstract

The Strategic Defense Initiative Organization (SDIO) plans to construct a National Test Facility (NTF) as the central control and coordinating point for a National Test Bed (NTB) which will include a number of geographically distributed developmental, experimental, and simulation facilities that are integrated with each other. The purpose of the NTB is to provide a comprehensive capability to demonstrate and evaluate alternative strategic defense system and Battle Management/Command Control Communications architectures and technologies. The NTF would house offices, a number of computer systems, a prototype command center, and communications (voice and data) to the distributed elements of the NTB. This document evaluates site-specific environmental impacts at the preferred location and three alternative sites near Colorado Springs and Pueblo, Colorado.
