PCB Transformer System User Manual: ETIS Version 2.0

Abstract

Regulations promulgated under the Toxic Substances Control Act of 1976 control the use of electrical transformers containing polychlorinated biphenyls (PCBs). The Department of Army has hundreds of PCB transformers. This report describes the PCB Transformer System developed by the U.S. Army Construction Engineering Research Laboratories (USACERL). This program provides guidance on regulations and options for use or replacement of transformers containing 50 parts per million or more of PCBs in the insulating fluid. The system is described, and instructions are given for its use in helping to make decisions about the disposition of transformers, based on regulations and costs.
