Army Airspace Command and Control (A2C2): Action Plan for Issue Resolution

Abstract

Plan identifies A2C2 functional deficiencies, defines requirements to correct deficiencies, recommends solutions for defined requirements. Recommendations categorized into doctrine, training, leader development, organization, materiel, or soldier (DTLOMS) domains. Plan frames study of A2C2 deficiencies and solutions within context of post-Cold War force projection Army command and control (FORCPAC2) concept and current doctrine for A2C2 system. Operations Desert Shield/Storms, and projected airspace requirements to support FORCPAC2 establish a need to reevaluate A2C2 operations at all echelons, and to consider effects of these needs in the DTLOMS domains. Plan identifies A2C2 deficiencies, which are based on a review of preliminary assessments and doctrinal literature, visits to units, proponents, and materiel developers, and interviews with key personnel.
