Soviet Assessments of the Theater Balance of Forces: The Case of the Belorussian Operation of 1944.

Abstract

One of the more important and difficult elements of military planning consists of assessing one's own military capabilities relative to those of potential opponents. The Soviet planning process is not exception to this rule and development of the capabilities of its Armed Forces cannot take place in the abstract and is undoubtedly tied to specific mission requirements. What factors go into Soviet assessments of theater balance? How much weight are they given in the 'big picture' and how important are they relative each other? It is not the purpose of this study to provide a single static 'Soviet-style' answer to these questions. Instead, my purpose is to throw light on what constitutes the substance of theater balance assessment in the mind of Soviet military establishment
