Defense Health Care: Procurement of an Interactive Videodisc Program for AIDS Education

Abstract

This report responds to a request to review the Department of Defense's (DOD) efforts to initiate an education program for the military services on acquired immunodeficiency syndrome (AIDS). (1) Several key decisions regarding the program's development and management were identified and evaluated, (2) the legality of DOD's procurement of the AIDS education program was evaluated, and (3) data on program expenditures through August 1990 and DOD's plans for further expenditures was obtained. Detailed information on program development and management issues is in appendix I. Legal issues related to the procurement are addressed in appendix II.
