Promulgation and Administration of OSD Crisis Action Packages (CAPS)

Abstract

This Instruction establishes the OSD CAP system to enhance training, readiness posture, and continuity under the authority of reference (b) DoD directive 3020.36, 'Assignment of National Security Emergency Preparedness (NSEP) Responsibilities to the DoD Components.' It establishes policy, assigns responsibility, and prescribes procedures for development and maintenance of the CAPs and provides for general administration of those packages.
