Quick-Reaction Report on the Audit of the Army Contract with the University of Texas at Austin Institute for Advanced Technology

Abstract

This report addresses the events leading up to the establishment of the Institute for Advanced Technology, an Army sponsored Federally Funded Research and Development Center, in May 1990, and the proposed contract modification to significantly expand the activities of the Institute. This audit was performed as part of the Special Audit of Federally Funded Research and Development Centers requested by the Office of Federal Procurement Policy and the House Appropriations Committee. Management comments on a draft of this report were considered in preparing the final report. The complete text of the comments is in Part 3 of this report.
