Abstract

This Instruction establishes policy, responsibilities, and in accordance with reference (a) Title 5, United States Code, Section 3595, 'Reduction in Force in the Senior Executive Service, 'reference (b) Title 5, Code of Federal Regulations, Part 359, ' Removal from the Senior Executive Service; Guaranteed Placement in Other Personnel Systems', and reference (c) Federal Personnel Manual Supplement 920-1, 'Operations Handbook for the Senior Executive Service' for conducting a reduction in force (RIF) in the Department of Defense. This Instruction applies to the Office of the Secretary of Defense (OSD); the Military Departments; the Joint Staff; the Unified and Specific Commands; the Office of the Inspector General, Department of Defense (OIG, DoD); the U.S. Court of Military Appeals; the Defense Agencies; and the DoD Field Activities
