Deriving Management Information from Environmental Notices of Violation

Abstract

This study examines the historical data on environmental compliance notices of violation (NOVs) issued by Federal and state regulatory agencies to Army installations. Analyses are presented on the causes of the violations and the kinds of managerial initiatives that would diminish future NOVs. The report describes the information systems that are now in place to record NOVs and the procedures used by LMI to gather the compliance data. The study demonstrates the value of having a more structured data-gathering process and the action that the Army should undertake to create such a process.
