Abstract

Provides guidance for accomplishment of a comprehensive Hazardous Material Substitution Program. Does not replace Navy directives but includes a step-by-step procedure and algorithm for screening, rating and comparing two or more hazardous materials. It also identifies high or serious risks requiring special approval for use and contains a detailed logic scheme to include the algorithm, economic analysis, and engineering suitability, evaluation in the decision process.
