Abstract

Thesis: The United States Marine Corps Doctrine Division can only approach Fleet Marine Force (FMF) expectations for timely and accurate doctrine with increased organizational support, budget, staffing, and decentralization of draft responsibilities. This paper recommends the adoption of a Combat Development Process. USMC, Command and control, C2, C3, C4I, Joint command and control, Doctrine, Concept based requirements system, Combat development process.
