The Defense Commissary Agency: A Business Case for Electronic Data Interchange

Abstract

The Defense Commissary Agency prepares, receives, or issues more than 21 million business documents and transactions annually. Through the use of electronic data interchange techniques, the Defense Commissary Agency may be able to streamline the way those documents and transactions are processed. This report examines the implications of implementing EDI at DeCA. Based upon an examination of eight key functional areas, we estimate that the DeCa could realize direct cost savings of almost $62 million over a 10-year period by replacing those manual documents and transactions with their electronic counterparts. To achieve those savings, DeCA would need to make investments totaling approximately $7 million.
