Defense Budget (1994): Potential Reductions, Rescissions, and Restrictions to Procurement Programs

Abstract

We examined the Department of Defense's fiscal year 1994 budget request and prior years' appropriations for selected procurement programs. Out objectives were to identify potential reductions to the fiscal year 1994 budget request and potential rescissions to prior years' appropriations. We also identified potential restrictions the Congress can place on the obligational authority for certain procurement programs. This report summarizes information and briefings provided to your staffs from May to September 1993. This is one of a series of reports that examines defense budget issues.
